My Step Parliamentary Group decided today to launch the process of discontinuing the powers of the member of the Constitutional Court Hrair Tovmasyan, the head of the parliamentary group Lilit Makunts told reporters today.
Member of Parliament Vladimir Vardanyan, chair of the Committee for Legal Affairs, commented on the legal aspect of the process. He said the process is not related to the terms of the office of the chair of the Constitutional Court.
“The point is about the following. One of the grounds for terminating the powers of a member of the Constitutional Court is a disciplinary action. This process can be initiated by a parliamentary group through submission of a draft resolution to the National Assembly. The National Assembly, having discussed the issue, passed a decision through secret ballot to apply to the Constitutional Court. The final decision on this is made by the Constitutional Court,” Vladimir Vardanyan said.
The journalists asked to clarify what a disciplinary action supposes. Vladimir Vardanyan said Vahe Grigoryan’s applications were not discussed, they were not even mentioned.
“The other is the close connection of Hrair Tovmasyan with the representative of one of the sides of the judicial case which may question the objectivity of the process. The process supposes submission of an application to the speaker of the National Assembly who forwards it to the line committee which discusses it and forwards it to the National Assembly. The person undergoing a disciplinary action is invited to a discussion in parliament.
